The Creativity Production Index - the average number of spots produced by a sample agency office - declined but stayed relatively steady in March, a good sign for a business that has been anything but steady in recent months. Although the measure fell 3 points, 2003 still looks to be off to a good start, with the Index holding above 12 for three months in a row for the first time in two years. Meanwhile, the Los Angeles Film Office reported a huge surge in production days in March. Up 45 percent over last year, L.A. logged 704 production days, the most since January 2001, when commercial production days peaked at 810.
