The Creativity Production Index rose three points in February to 15.9, it's highest level since last April. The Index, the average number of spots produced by a sample of agency offices, has risen for two months after steadily falling in November and December. On the other hand, this February was the slowest in Los Angeles since 1995, according to numbers from the L.A. Film Office. The production day totals for the first two months of 2003 represent the slowest start there in eight years. And that was before the war in Iraq. While the ad industry hasn't been hit as hard as some expected, clients are taking a close look at their advertising plans. Word from the production industry at the end of March was that business was slow, a fact evidenced by the demise of Palomar Pictures months after the production company shakeout appeared to be over.
