[washington] The U.S. National Highway Traffic Safety Administration broke an $11 million "You drink, you drive, you lose" paid ad campaign June 20 to run through the high-travel July 4 holiday period. Omnicom's GMMB, Washington, created two TV :30s, one in Spanish, that show drunk drivers being arrested, handcuffed and led away. A national TV schedule is supplemented by a 13-state buy targeted at men ages 21 to 34.
Aegis sets new structrure, creates Vizeum network
[london] Aegis Group said a new unit, Aegis Media, will oversee its Carat network and a new media agency network, Vizeum, that consolidates 17 of Aegis' regional, non-Carat media agencies into a communications planning and buying network across the U.K. and Europe. The Vizeum agencies will have combined billings of more than $1.5 billion, Aegis said, and be led by Eric Drancourt, formerly CEO of Carat International France, who becomes Vizeum's CEO, and Martyn Rattle, formerly VP of Carat International, London. Fox breaks campaign for MLB All-Star Game

Tag line for the TV, radio and print effort is "This time it counts," a reference to the fact that the winner of the annual mid-season All-Star Game will determine home field advantage for October's World Series. Amtrak seen picking Arnold, MPG, Brann
[washington] Amtrak is expected to tap three Havas units, creative shop Arnold Worldwide, McLean, Va., media agency MPG, New York, and direct marketing agency Brann Worldwide, Baltimore, to handle its estimated $27 million account. Amtrak said it plans an announcement this week but declined to make further comment.
Comcast to DiMassimo for a new ad campaign
[philadelphia] Cable TV giant Comcast Corp. tapped DiMassimo Brand Advertising, New York, for a campaign to promote its various tiers of cable offerings. Red Tettemer, Philadelphia, remains Comcast's agency of record. The DiMassimo campaign, due in August, will also highlight Comcast's high-speed Internet capabilities. Media is expected to focus on TV but will include radio, print and direct marketing. Comcast did not specify spending, which was estimated at as much as $20 million.
E-Trade mulls review, talks with consultants

E-Trade did not return calls; Omnicom Group's Goodby, Silverstein & Partners, San Francisco, declined to comment. GM dealers pressed to join local ad groups
[detroit] General Motors Corp. told its dealers in 61 markets they must join local dealer-marketing groups or lose matching funds for individual dealership ads, Automotive News reports today. Hold-out GM dealers now get the benefits of dealer-group ads without paying the 1% fee GM adds to each new-vehicle invoice. The policy starts Jan. 1 and applies to 61 markets, representing two-thirds of GM's sales volume, where high media costs make individual dealer ads ineffective.
