White House opens bidding for $152 mil drug account

[washington] The White House Office of National Drug Control Policy issued a 111-page request for proposals, officially starting the bidding contest for its $152 million account. A bidders conference was set for Washington Nov. 8; bids are due Nov. 29. Incumbent Ogilvy & Mather Worldwide said it had not decided if it will compete. USPS stops TV ads; mailing to public starts

[washington] The U.S. Postal Service suspended TV advertising following anthrax incidents at postal facilities. Bcom3 Group's Leo Burnett USA, Chicago, handles the $139 million account. Due to longer lead times, print ads are still appearing. Also last week, USPS began sending 145 million postcards alerting people about what to look for in terms of suspicious mail.

Conde Nast cuts staff; to sublease space

[new york] Conde Nast Publications laid off nine of about 16 staffers in its database operations, including VP Steve Jacoby, who will stay to consult. Also, Conde Nast parent Advance Publications is consolidating staff from four of its units (Fairchild Publications, Golf Digest Cos., CondeNet and Conde Nast International) that occupy more than three floors at 1440 Broadway into its other buildings. Conde Nast staffers go to the company's 4 Times Square headquarters and Fairchild staffers go to Fairchild headquarters on 34th Street. CondeNet was the largest unit at 1440 Broadway, though a spokeswoman was unable to provide overall staffing levels. Advance will "offer the space for sublease," said a spokeswoman. An executive familiar with the situation said the company spent about $6 million annually to rent the space in 1440 Broadway. The Advance spokeswoman declined comment on the rental cost.

`Lintas' out, ` Lowe' in at Interpublic shop

[new york] Lowe will be the new name for Interpublic Group of Cos.' Lowe Lintas & Partners effective Jan. 1. Paul Hammersley, U.S. CEO for the agency, denied rumors that Lowe would be merged with other Interpublic agencies, such as Deutsch or Bozell, and said he did not expect further reductions in the agency's workforce (after cuts of about 20% in the past year). Blimpie readies invites for review

[new york] Blimpie International expects to send about 12 requests for proposals the week of Nov. 12 for its estimated $16 million account review, scheduled for a mid-January decision. In August, Blimpie split with Kirshenbaum Bond & Partners. Hasan & Co., Raleigh, N.C., is the consultant.

TBWA's Carroll relocating to NY

[playa del rey, calif. ] Tom Carroll, president of the Americas for Omnicom Group's TBWA/Chiat/Day, will relocate to the agency's global headquarters in New York at the end of the year. He will be succeeded as head of the Playa del Rey office by Robert LePlae, who was president-CEO, G1, Tokyo, the TBWA joint venture with Hakuhodo that handles the global Nissan account (AA, July 30).
