A spokeswoman for Cleveland-based National City, which spent $42.8 million in measured media last year, according to TNS Media Intelligence, declined to comment.

Contacts at Campbell Mithun and the other finalist, Interpublic sibling McCann Erickson, Detroit, declined to comment and referred questions to the client.

National City's incumbent, another Interpublic agency, Campbell-Ewald, participated in the pitch but did not reach the final round.

The bank -- which operates in Florida, Illinois, Indiana, Kentucky, Michigan, Missouri, Ohio, Pennsylvania and Wisconsin -- has been stung by the larger credit crunch roiling much of the financial-services sector. Last week it said it would lay off 1,300 workers in an attempt to shrink its mortgage business. It also said it had stopped issuing home-equity loans through brokers and merged its home equity and mortgage units.
