Minneapolis-based agency, part of Publicis Groupe, prevailed in a review that pitted it against WPP Group's Y&R and Omnicom Group's Element 79, both in Chicago.

Jerry Dow, chief marketing officer for Vanguard, gave the agencies an assignment for National. He said Fallon did the best job of bringing to life National's brand differentiation.

The marketer's incumbent agency, DG&A, Los Angeles, didn't participate.

Mr. Dow joined Vanguard last April. He worked with Fallon during his previous post as worldwide advertising director for United Airlines.
