CHICAGO (AdAge.com) -- The state of Illinois on Friday tapped RJ Dale Advertising and Public Relations, Chicago, to handle its estimated $19 million Illinois Lottery general market account.

RJ Dale, the first minority-owned agency to handle the general market account, beat out 13 other agencies that responded to a request for proposal. That pool was narrowed to five finalists.
