CHICAGO (AdAge.com) -- The Illinois Department of Commerce and Economic Opportunity yesterday narrowed contenders for its advertising and public relations review.

Laura Hunter, director of communications, said three Chicago agencies are continuing in the estimated $12.5 million advertising review: WPP Group shops J. Walter Thompson and Young & Rubicam, and Havas' Euro RSCG Tatham Partners.

Interpublic Group of Cos.' Campbell Mithun and independents Grant Jacoby and Hoffman York, also all Chicago based, were cut.

Incumbent not defending
The advertising account's incumbent, Omnicom Group's BBDO Worldwide, Chicago, is not defending the business.

For the estimated $1 million public relations account, independents Ruder-Finn and Edelman, the incumbent, and Omnicom's Ketchum, all Chicago, will advance.

Both groups have been given assignments to present in the coming weeks. A decision for the public relations component is expected by mid-November and the advertising in mid-December.

Ms. Hunter is overseeing the reviews with Jan Jostner, deputy director of the Illinois Bureau of Tourism. Pile and Co., Boston, is the consultant running the review.
