CHICAGO (AdAge.com) -- Progressive Insurance, Mayfield Village, Ohio, is contacting agencies through Roth Associates, New York, with youth marketing expertise to explore brand loyalty programs targeted to first-time teen drivers.

The effort, estimated at $1 million to $5 million, is incremental to general market advertising handled by Doner, Southfield, Mich.
