Western Union split with Interpublic Group of Cos.' Lowe, New York, last fall and was expected to use only its Hispanic agency, Bromley Communications, San Antonio, which is part of Bcom3, for all its advertising.

In February, the company called a review that initially included Bromley, but the Texas agency did not make the final cut.

The search focused on Chicago-based agencies, which would provide a relatively convenient central location for Western Union's three hubs, in Montvale, N.J., Miami and Denver.
