The demand for charter schools remains high: Seven out of ten in the United States say they have a waiting list, according to a new report from the U.S. Department of Education. While charter schools operated in 28 states as of September 1998, 44 percent were located in just three - Arizona, California, and Michigan. And kids who attend a charter school generally look like their friends who go to the local public school. In fact, 70 percent of charter schools have a student racial/ethnic composition that mirrors the student body in area public schools. About 16 percent serve a higher percentage of minority students than their surrounding districts.
