The digital agency will focus on using customer insights supported by data to develop integrated marketing campaigns. Signal to Noise is led by President-CEO Jordan Warren.

Omnicom also announced that the New York office of Agency.com is now part of TBWA New York, and the Chicago office is becoming part of TBWA's E-Graphics Worldwide, providing online and search marketing services.
