New York—The Direct Marketing Association has named Christopher J.W. Oswald VP-state affairs. Oswald succeeds Ron Barnes, who had handled state lobbying efforts for the DMA since 2007. Barnes left the association in September to become head of state legislative affairs at Google Inc. Oswald previously served as director-state government affairs at publisher Reed Elsevier, supervising the company's western state and local legislative and regulatory strategies and managing contract lobbyists. He also served as director-state government affairs at the Mortgage Bankers Association of America and as state liaison for the National Rifle Association. DMA increasingly has battled state legislative initiatives it views as harmful to entrepreneurs and its membership, most prominently fighting legislation in several states that would require e-commerce merchants to charge state sales tax on online purchases.
