Seattle--Microsoft Corp. is expected Tuesday to outline an initiative designed to have 100% of government transactions online by 2005. Microsoft Chairman Bill Gates will disclose the plan to 400 government representatives from 80 countries attending the Government Leaders Conference this week in Seattle. Microsoft is going to announce support for an off-the-shelf government Internet platform developed through an alliance between Microsoft and Avanade Inc.
