Seattle--Microsoft Corp. is expected Tuesday to outline an initiative designed to have 100% of government transactions online by 2005. Microsoft Chairman Bill Gates will disclose the plan to 400 government representatives from 80 countries attending the Government Leaders Conference this week in Seattle.
