New York--Nielsen//NetRatings and Interactive Market Systems announced the signing of Yahoo! Inc., Universal McCann, Optimedia and Deutsch to WebRF, a reach and frequency media planning tool. Nielsen//NetRatings and IMS jointly developed WebRF to provide data on Internet audience behavior and potential reach and frequency prior to the launch of online ad campaigns.
