Onflow Corp. announced Monday that it has developed an advertising network that can develop, deliver, track and report on rich-media advertisements. The San Francisco-based graphics company has made available on its Web site free authoring software that makes it possible for marketers to design their own high-fidelity, animated advertisements, which are then delivered via Onflow's network. Onflow claims the advertisements are effective even when delivered to people using computers with modems as slow as 28.8 kilobits per second. The downside to the technology is that Onflow employs a reader, which has to be downloaded prior to play. On the management side, it announced that Mike Fell has been named president and CEO. Fell was previously senior VP of the Integrated Payment Systems group at First Data Corp. The announcement was made at the outset of the @d:Tech World Conference.
