a Ziff-Davis business technology publication, announced a rate base increase to 1,050,000, effective with its September issue. The magazine said the increase was due in part to a 5.1% jump in newsstand sales in the second half of 1998 compared with the same period of 1997. Nonetheless, PC Computing's
