New York--Magazine publishers can take a deep breath. The United States Postal Rate Commission announced that it is raising periodical rates an average of 9.9% after initially proposing a 15% rate hike. For months, both the business and consumer magazine industries fought the 15% proposal tooth and nail, backed by a $10 million lobbying campaign. However, American Business Media says typical b-to-b publications may get hit with slightly larger increases than the 9.9% because the commission has shifted some of the cost increase from the pound rate to the piece rate.
