Overland Park, Kan.-based Internet startup, an e-marketplace expected to launch in the second quarter, announced Monday the appointment of Samuel K. Skinner, former secretary of transportation, as chairman. Aimed at shippers, carriers and private fleet operators, is funded by Yellow Corp. and venture capital firms TL Ventures and EnerTech Capital Partners. Skinner is also co-chairman of the Chicago-based law firm Hopkins & Sutter.
