[london] Mobile phone operator Orange, owned by France Telecom, shortlisted four agencies for the estimated $60 million U.K. account resigned by Lowe & Partners, London, part of Interpublic Group of Cos. The contenders are Bartle Bogle Hegarty, M&C Saatchi, Mother, and WCRS, part of Havas' Arnold Worldwide Partners. WCRS lost the business to Lowe in 2000. A decision is expected by the end of October. Media planning and buying at Havas' Media Planning Group will not be affected.
