Alan Bishop to chief executive of the COI Communications, the U.K. government department that controls the government's advertising and marketing budget of about $400 million a year. Mr. Bishop was the New York-based chairman of Publicis Groupe's Saatchi & Saatchi International until cutbacks in January 2002.
