Citizens Telecom, Stamford, Conn., assigned its estimated $15 million account to Ingalls Advertising, Boston, from Wells Rich Greene BDDP, New York, following a review. WRG, which won the account just six months ago, recently became a contender for another telecommunications account, GTE Corp.

Cape Cod Chamber of Commerce, Hyannis, Mass., is reviewing agencies for its $1.3 million account, incumbent agency Jeff Smith Associates, Orleans, Mass., resigned the account.
