Dexter Shoes, Dexter, Maine, to Mullen, Wenham, Mass., for its $6 million to $7 million account, from Pagano Schenck & Kay, Boston.

Paradigm Communications, Tampa, Fla.; and Crispin Porter & Bogusky and Beber Silverstein & Partners (pitching with Boston-based Arnold Communications) both Miami, have been named finalists in the $50 million to $70 million Florida anti-tobacco advertising review. William Cook Agency, Jacksonville, Fla., was eliminated. Final meetings are set for Feb. 4 in Tallahassee.
