U.S. Postal Service, Washington, consolidated its stamp service business account at Draft Worldwide, Chicago. The account had been split between Draft and FCB Direct, New York Spending was not disclosed.

Valent USA Corp., Walnut Creek, Calif., consolidated its $2 million creative and media assignment for agricultural and professional products at Biggs/Gilmore Communications, its PR and and direct mail agency. Incumbent McCann-Erickson Worldwide, San Francisco, also was in the review. Spending wasn't disclosed.

Toy train marketer Lionel, Chesterfield, Mich., to Hiebing Group, Madison, Wis., to handle advertising, PR and media for its 100th anniversary. Spending is undetermined; the account had previously been in-house.

Wilmington Trust Corp, hired Korey, Kay & Partners, New York, as agency of record, replacing Barasch Dalterio & Partners, Wilmington, Del. Spending is estimated at over $7 million. Korey Kay previously had handled a six-month brand positioning project with strategic consultant Omega Group, Bryn Mawr, Pa. That project resulted in new TV spots that broke in April; new radio spots broke the week of June 8.
