Executives inside EDS are said to be working on a deal that may use the Bates network outside the U.S. EDS spent less than $5 million on advertising last year; however, the company proposed a more aggressive push with a budget that could go as high as $50 million globally.

EMC Corp., Hopkinton, Mass., narrowed the review on its $10 million to $15 million account to Arnold Communications and Hill, Holliday, Connors, Cosmopulos, both Boston; Doremus & Co., New York; and Think New Ideas, West Hollywood, Calif.
