Novartis, formed from the merger of Ciba Geigy and Sandoz Pharmaceuticals Corp., awarded its $45 million corporate advertising business to Ruder-Finn, New York.

Procter & Gamble Co. to Euro RSCG for its European Vidal Sassoon account. Euro RSCG Tatham, Chicago, already handles the $30 million U.S. Sassoon account. Leo Burnett Co. gives up the brand in Europe but retains it in Asia.

Bay View Federal Savings Bank, San Mateo, Calif., to Headlands Communications, Mill Valley, Calif., from Cramer-Krasselt, Phoenix, which handled the account on a project basis.
