The Massachusetts Department of Public Health's Tobacco Control Program has eliminated Frontier Research & Planning Associates, one of three shops to submit proposals for the $11.5 million anti-tobacco account. Finalists Hill, Holliday, Connors, Cosmopulos and incumbent Houston Herstek Favat, both of Boston, will make final presentations next week.
