The Tri-State Lotto Commission, an agency handling a lottery offered in Maine, New Hampshire and Vermont, has split its $5 million annual budget among three agencies. Nichols/Lavoie, Portland, Me.; O'Neil Griffin Bodi Ekman, Manchester, N.H.; and KSV/Communicators, Brattleboro, Vt., each of which already handles the individual lottery account in its own state, will divide the tri-state billings based on the volume of ticket sales in each state. The account had been handled jointly by O'Neil Griffin and KSV in a collaboration called Pick Three Limited.
