DHL Worldwide Express: "France" ( Goodby, Silverstein & Partners; Straight Cut; :30). Unshaven French driver for fictitious Voila! delivery service sips coffee at a Paris sidewalk cafe and complains of boredom while a parking ticket is slapped on his battered truck. As he continues to whine about his lot, the truck is towed away, its packages tumbling out the back door. Voice-over extols the merits of DHL as a passing car flattens one of the packages. Category-winning spot includes the familiar scene of a DHL truck soaring through the sky.

La Francaise des Jeux-Tac O Tac: "La Terrasse de Cafe" (BDDP; Premiere Heure; :30). Spot for French lottery's Tac O Tac game opens with two men at a sidewalk cafe-a popular current locale for commercials. One buys a lottery card, then goes to the men's room. While he's gone, his companion scratches the card with a coin and finds it's a 200,000 franc winner! He furtively pockets the winner, dashes inside, buys a second card and substitutes it. The purchaser scratches this "new" card and is pleased to find himself a 20 franc winner. "The drinks are on me," he says proudly.

Timex Corp.-Indiglo Nightlight: "Liberty" ( Fallon McElligott; Digital Domain; :30). Manhattan is raked by nighttime electrical storm, and one by one, the lights of the great skyscrapers-World Trade Center, Empire State Building, etc.-are extinguished. The Statue of Liberty, now in the dark, comes to life. She brings the arm holding her torch up to her face and pushes the button of her Timex Indiglo watch, illuminating its dial. Closing voice-over: "The Timex Indiglo Nightlight. No woman should be without one."
