New ad network targets ISPs

Cartesian Broadcasting Network Aug. 21 announced the Cartesian Broadcasting System, a new advertising technology that lets Internet Service Providers offer targeted advertisements during idle Web browsing time. The network, launching in October, delivers ads with audio, text, graphics and video during the time users wait for their Web sites to download.
