AOL, states agree on billing plan

America Online and 19 states agreed to a plan to better inform consumers of the change in AOL's pricing structure from an hourly plan to one that is predominantly flat-rate. AOL said it would issue a pop-up screen to users that will ask members to agree to the new plan or pick another billing option. It will also provide retroactive refunds to all consumers who ask to switch back to their old plan before April 10, 1997. The company also will notify members by mail and online billing and member services screens of their rights and obligations under the automatic conversion.
