Blue Cross opens review for $14 mil-plus account

Blue Cross & Blue Shield Association is looking for an agency for its estimated $14 million-plus ad account. The group has sent requests for proposals to 10 large agencies with local offices. A final decision is expected Nov. 19. Foote, Cone & Belding is the incumbent.
