Carrows, Irvine, Calif., parted with Kovell/Fuller, Los Angeles. A spokeswoman for the restaurant chain, a division of Advantica Restaurant Group, said it's considering options for a new agency to handle its estimated $6 million account, including moving it to JWT West, San Francisco, which handles Advantica's Coco's chain.

Connecticut Lottery, New Britain, re-upped with Cronin & Co., Glastonbury, for its $5.6 million account. The agency has handled the account for nine years; the new contract is for two and a half more years.

Jerry McGee to chairman-CEO, a new post at Ogilvy & Mather, Los Angeles, from president. Succeeding him as co-presidents will be Angus Fraser and Joe McDonagh. Mr. Fraser comes to L.A. from Ogilvy's Houston office, where he was co-managing director. Mr. McDonagh was exec VP-creative director in the L.A. office.
