Val-Pak Direct Marketing Systems, St. Petersburg, Fla., has acquired the 50% of Val-Pak of Canada that it didn't already own. Val-Pak annually sends more than 350 million envelopes of coupons to 53 million households and businesses.

A proposed Federal Trade Com rule to curb telephone marketing fraud goes too far, the Direct Marketing Association said. The DMA contended the proposal would unduly burden businesses and deny consumers options to shop by phone.
