Budget names finalists for media account

Budget Rent A Car Corp., Lisle, Ill., named Carat/ICG, Leo Burnett Co.'s Starcom media unit and Publicis & Hal Riney/Heartland, all Chicago, as finalists for its $30 million to $35 million media account. Budget said the finalists have a track record in the retail and travel sectors and strong involvement in media research. A decision is expected by mid-September. Riney's Heartland office in Chicago won Budget's creative account in July. Hill, Holliday, Connors, Cosmopulos, Boston, which won Budget's combined media and creative account in January, 1997 resigned them and didn't participate in either review.
