Budget narrows $40 million review to 6 ad agencies

Budget Group, Daytona, Fla., narrowed its $25 million to $40 million review to half a dozen agencies. Included are Cliff Freeman & Partners and Deutsch, both New York; Fallon McElligott, Minneapolis; GSD&M, Austin, Texas; and Leo Burnett USA, Chicago. Incumbent Publicis & Hal Riney, Chicago, is also invited and will pitch in the finals phase for the creative assignment. Burnett's Starcom already handles media buying. The review is being handled by W.E. Hooper & Associates, Gibson Island, Md.
