USA, Chicago, viewed 4,000 commercials before singling out DDB Needham's "Toll Booth" spot for the New York State Lottery. Mr. Gunn noted the U.S. hasn't won the Grand Prix since 1986. But keep in mind he has picked only two of the past five winners.
