Clinton delays cigarette plan

President Clinton is postponing at least for a day or two plans to unveil Food &Drug Administration regulation of the tobacco industry. The president had beenexpected to announce FDA regulation in a speech Wednesday in Charlotte, N.C. Inan interview Monday with National Public Radio he expressed concern that newregulations offered without some sort of industry agreement might be tied up incourt for years. Separately, Philip Morris USA on Tuesday began putting the line"Underage sale prohibited" on its cigarette packages.
