Clinton touts Internet in homes

President Clinton, in a speech in Knoxville, Tenn., on Thursday called for a $100 million plan to connect every home to the Internet. The plan would be included in the 1998 fiscal budget and would be funded by $70 million from the defense budget and $30 million from domestic discretionary funding.
