Upholding decisions to ban tobacco and alcohol outdoor advertising, the 4th U.S. Circuit Court of Appeals confirmed separate cases that outlaw such advertising in city neighborhoods. The restrictions were passed in early 1994 as an effort to curb youth involvement with the products. The limits were challenged by Penn Advertising, Baltimore's largest outdoor company, and Anheuser-Busch. No decision has been made whether to appeal the decision to the U.S. Supreme Court.
