The California Egg Commission has narrowed the review for its $3 million account to Evans, Hardy & Young, Santa Barabara; Johnson, Cogert & Strauss and Highway One, both San Francisco; Pacific West and Grey Advertising, both Los Angeles; Department of Public Persuasion, Pasadena, and Fattal & Collins, Marina del Rey. A decision is expected late Thursday. Davis, Ball & Colombatto, Los Angeles, previously handled.
