New U.S. Census Bureau estimates project that Texas will overtake New York as the second most populous state when the 2000 census is counted, while Florida will pass New York for the No. 3 spot by 2020. The census projects that Southern and Western states will continue to gain, primarily at the expense of Northeastern and Midwestern states. Despite continued immigration patterns, the white population will account for more than half

of the population growth in the West and South.
