Health ministers from the 15 European Union member states this week failed to agree to ban tobacco ads for the tenth time. Germany, the U.K., Denmark, the Netherlands and Greece voted against a ban favored by all other European Commission member states. One source said the EC predicts an eventual ban, possibly after the next U.K. election, which the ban-sympathetic Labour Party is expected to win. Tobacco advertisers last year spent $348.3 million in Europe, according to the European Association of Advertising agencies.
