Cliff Freeman & Partners, New York, won the grand prize at the Advertising Club of New York's International Andy awards for its Prodigy bus campaign, one of nine total the agency won.

Kathleen Harrington to director of advertising-North America, Compaq Computer Corp., Houston. Ms. Harrington, who was acting director, succeeds Mark Rosen, now at IBM Corp.

Cadbury Beverages International, Stamford, Conn., named Foote, Cone & Belding, Chicago, agency of record in Latin America, replacing Grey Advertising, New York. Billings are estimated at $10 million.

M&C Saatchi Agency, London, won the $18 million Foster's beer account, marketed in the U.K. by Scottish Courage. Separately, the agency probably will open a West Coast office to service Packard Bell Electronics, Managing Partner Bill Muirhead said. The Sacramento, Calif., PC marketer, as expected, hired M&C Saatchi for U.S. and Asian advertising.

Procter & Gamble Co. is testing Oil of Olay 2-in-1 foaming bath soak in Portland, Ore., via Wells Rich Greene BDDP.
