One possibility is the All-Star Football League, which Bates Worldwide unit BKS Bates, New York, has been trying to launch for 2 years with ex-NFL star Joe Kapp as a principal. Media experts said the new league probably couldn't muster more than a 3.0 rating, but that would be enough to cost NFL broadcasters viewers and ad dollars.
