FTC report raps tobacco deal

A Federal Trade Commission staff report warned the global tobacco agreement may go too far in giving tobacco makers relief from antitrust enforcement and poses the possibility the five major tobacco companies could boost prices well above those needed to meet the pact's terms. The FTC staff recommended more severely limiting the antitrust exemption that allows tobacco makers to coordinate their efforts to stop underage smoking.
