FTC works on voluntary Web privacy rules

The Federal Trade Commission wrote Senate Commerce Committee Chairman John McCain (R., Ariz.) saying it will try to establish voluntary privacy disclosures guidelines on the Web, rather than mandating any procedures, but is examining if issuing guidelines on children's privacy might be helpful.
