J.W. Messner Inc., Grand Rapids, Mich., the largest regional dealer group ad agency for General Motors Corp.'s Chevrolet, said it will start cost-saving measures July 1 through the month. Staff on only those dealer accounts will be split in half, each working for a two-week stint in July. Messner said other accounts aren't affected.. Another GM dealer shop, which asked not to be named, said it hasn't started creative for model-year clear-out sales because there may be no inventory left with production virtually halted.
