California Dept. of Health Services, Sacramento, appears close to naming Ground Zero, Marina del Rey, as agency for its five-year $25 million-a-year anti-smoking effort. The other finalist was Dailey & Associates, West Hollywood. Asher/Gal & Partners, Los Angeles, is the incumbent.
