Several executives have shifted positions at Hearst HomeArts Network. Scott English becomes director-network business development from director-advertising sales and promotion. Frank Ball replaces him, taking the title director-advertising; Mr. Ball was previously associate publisher of Mecklermedia Corp.'s iWorld.
